Can you solve this riddle?

In the middle of the night,
Rises one with his beard bedight.
Though no astrologer be he,
He marks the hours which pass and flee;
He wears a crown, although no king;
No priest, yet he the hour doth sing;
Though spurred at heel, he is no knight;
No wife he calls his own by right,
Yet children many round him dwell.
Sharp wits you need this thing to tell.
