Can you solve this riddle?

There is a man who lives in a 10 story buidling. He lives in the 10th floor. On a normal day, he goes up to the 8th floor and jogs all the way to the 10th floor. But if he is with someone or it is raining, hegoes to the 10th floor immediately. Why is that?

The man is a midget and he can only reach the 8th button. If he is with someone, he asks them to press the button for the 10th floor and if it is raining, he uses his umbrella.
